There are a number of programs available for free or low cost screening depending on where your mother lives and if she meets certain guidelines.
There is the National Breast and Cervical Cancer Early Detection Program (NBCCEDP) that you can find out about at http://www.cdc.gov/cancer/nbccedp/about.htm
If your mother lives in California she may be able to meet the qualifications under the Breast Cancer Early Detection Program, http://www.dhs.cahwnet.gov/cdic/ccb/CDS/html/partnerships.htm.
If she doesn't meet the state guidleines, then she may qualify under federal program guidelines.
