I would recommend talking to her pastor, reverend or priest and having them speak with her. Also the congregation may have a sisterhood or a female leader that might have some influence on your sister. I am sure they have someone who is a breast cancer survivor in the congregation! Maybe that person can persuade your sister into treatment. It would be helpful for your sister to speak with some survivors because fear might be immobilizing her.
Is mastectomy her only option? What about a lumpectomy? Has she gone for second opinions? She might have doubts about her diagnosis and recommended treatment is therefore avoiding it.
