It is true that mammograms are not fool-proof, neither are the doctors who read them. Mammograms miss about 15% of tumors. They are not easily picked up due to breast density and a number of other factors. Perhaps in 1997, the spot did not look suspicious. Its hard for me to say. Breast cancer does grow relatively slowly. But if its a lump that is seen on a mammogram, it has probably been growing for 4 to 6 years. A lump you can feel may have been growing for 7 to 10 years. 2 years may not have made such a dramatic difference.

Have you also raised the question of children with your doctors? Do you have children now? Have your doctors discussed side effects of chemotherapy (i.e. menopause) if that is recommended? What phase of treatment are you in now? Have you had surgery yet? What type of adjuvant treatment is recommended? I would be glad to discuss some of these issues with you and help you get someone to talk to who has been through this.
